Arte is a French / German TV cooperative, and they have a massive online library of live concerts of all types of music (as well as films etc.) available for free, and usually unrestricted. The shows rotate, and are only available for limited periods of time, so it's wort it to check regularly.

Arte is great and everybody should know about it. Actually, is changing the language enough to see the whole library or is some of the content region-locked to France/Germany?

The language selector is about displaying content only. Like, if you select English, it'll only display programmes that are either in English or have English subtitles available. If you want to see the entire lists of everything, you'll need to pick French or German, that's all. Only F&G have the entire programming listed.
